I've had this "issue" on my car since I got it. I say "_" because it appears it's normal, as I drove a 2016 that also had it (albeit maybe a bit more muted than my car).
Firstly, the sound I speak of is not a turbo whistle. In fact it usually comes on before the turbo's are spooling (according to the MFD boost gauge). It sounds a lot like a brake squeak (which of course it isn't), but comes on as you press the gas, right before the turbos spool (and gradually decreases as the RPM's get up and turbos spool). I.e, you'll really hear it upon traveling at a low sluggish speed as you hit the gas harder.
It's no big deal really, but a slight annoyance.
When I had a tech look at it (when I had one of the TSB's fixed), they confirmed after driving another one, that it was normal. He said it may be a pre-spool of the turbos, i.e like as they start to engage, but not quite pushing PSI yet.
Anyone notice this? If not, try reenacting the scenario above, in a quiet area with your windows down to see if so.
